Project Management:
From funding award to ribbon cutting.
Good projects rarely fail for lack of vision. They stall in the space between approval and completion, when financing, regulations, partners, and timelines all have to line up. Keith has spent two decades closing that gap, overseeing more than 200 affordable housing developments across all 64 parishes of Louisiana and guiding major initiatives from concept to delivery.
What Keystone manages:
Housing & Community Development Projects
End-to-end oversight of affordable housing and community development projects, including coordinating tax credit, bond, HOME, and CDBG financing, keeping developments compliant, and moving them through closing and construction.
Program Design & Launch
Building new programs from the ground up: defining goals, structuring funding, setting policy, and standing up the systems to deliver. Keith created the state’s first statewide tenant-based rental assistance program and organized Louisiana’s first statewide housing conference.
Disaster Recovery Housing
Rapid, coordinated response when communities are in crisis. Keith directed recovery housing initiatives after the 2016 Baton Rouge floods and during the COVID-19 pandemic, working across federal, state, and local partners.
Multi-Partner Initiatives
Aligning agencies, universities, nonprofits, and private partners around a shared outcome, including leading Baton Rouge’s application to the Bloomberg American Sustainable Cities Initiative.
How Keystone works:
-
Clear scope, milestones, and accountability from day one
-
Regulatory and financing risks identified early, not at closing
-
Plain-language reporting so boards and funders always know where things stand

“Behind every development is a family exhaling for the first time in months. A quality home means a child has a place to do homework, a parent can focus on a career, and a senior can age with dignity. That’s the work I care about. Everyone deserves a safe, affordable place to call home, and I never lose sight of the lives on the other side of the paperwork.”
